Application for permission to ship antimony and antimony ore from Hongkong to U.S.A. or from Japan to U.S.A. in cases referred to in my telegram of 5th August will not be entertained unless shippers undertake to consign to British

Consul-General, New York, or British Consul-General, San Francisco, on understanding that Consul-General will only give delivery if satisfied antimony will be used for producing munitions for Allies. All cases of consignment to Consuls- General should be reported to H.M.Ambassador, Washington. Ship- ment mentioned in your telegram of 30th October may be allowed

on these terms.
